Short answer

How fast each alert arrives
Delivery speed depends on how Amazon publishes the data. Where Amazon offers a push subscription, alerts arrive within about a minute. Where it does not, Notifcentral checks every six hours, and other tools using the same Amazon data face the same limit.

FBA fee changes
Amazon does not send a notification when the FBA fee on one of your ASINs changes.
